It is clear that nowadays an important lost for our country is the migration of the Romanian researchers. This article evaluates the dimensions of the Romanian researcher’s migration, to describe the main causes of this phenomena and same possible solutions.
The number of the Romanian researchers is decreasing. If in 1989 over 150.000 researchers worked in Romania, in 2002 the official statistics shows that only 38.433 persons work in this domain. The decreasing number of the Romanian researchers registered in Romania is explained through the fact that many researchers start to work in other domains and many of them, especially young researchers choose to emigrate.
64% of the Romanian researchers with remarkable international results in research actually work abroad. The majority of them work in USA (29%), France (7%), Canada, Germany, England (5%), Nederland, Italy and Switzerland (2%).
The small number of the Romanian researcher’s determents a low scientific productivity at the national level, compared with the neighboring countries. The ISI statistics show that in 2003 Romania was on the 48th place regarding the scientific production, after Poland, Hungary, Cheek Republic, Bulgaria and Slovenia. In addition to this, the majority of the persons abroad are youth with an average age of 35 years. The age distribution of the Romanian researchers is uniform, between 30 and 60 years old.
The main causes of Romanian researcher’s migration are sub funding (in 2003 and 2004 only 0, 21% from the state budget was assigned for research activities, the smalls percent at European level) and a subjective evaluation of the research results, researchers and research institutions.
The article provides also same possible solutions for this problem: to encourage to remain of the Romanian researchers in Romania and to motivate the Romanian researchers from abroad to return in Romania by offering European conditions and special funding.
The problem of Romanian researcher’s migration is more and more expanding trough other specific occupations.
