Romanians’ predilection toward emigration is still very high in the context of more permissive immigration policies possible in the western EU developed countries. An economic increase at higher parameters than the current ones, particularly in Germany and France, will require also a more important inflow of foreign labour force. It is not however considered that this form of migration is the most dangerous for Romania. This leads us to the complex issue of the temporary work migration: euro commuters. Until 2008, Romania faced a labor form deficit, which is why employers needed to resort to foreign labour form from countries such as Turkey, China or Ukraine. Currently, the government is seeking income sources to cover payments for the unemployment benefit given to the people who lose their jobs as a result of the recession that has struck Romania too. Other states face the unemployment issue too. Unemployment in Spain, for instance, a country where the Romanian community counts about one million people, has touched almost all economic sectors. In this context, the choice of staying into the West or returning home has a high stake. Sometimes, there is this perception among local employers that the expectations of this group are very high, although we have also seen the contrary, those who come back usually have quite reasonable expectations. The number of those who seek to come back is also increasing due to the international job markets and the labor conditions where they are at present.
Migration Effects on Economic Growth: repatriate groups can bring back an excellent experience in leadership and other competencies, in the so-called “scale economies”, the more fixed costs are divided to a larger number of merchandises and services sold, the more productivity increases, the moderation of the salary increases in the last months, so obvious not only in Romania, confirms the temptation to diminish expenses with the labour force - For smaller population incomes, consumption is also reduced, and faced with a diminished demand, the seller diminishes the price of his products, be they merchandises or services, a well mastered performance management offers the chance for more advantageous employments in periods of economic slowdown, if the employer has the necessary salary fund .
Migration Trends in Romania: the increase in the labor force flows to the EU space; a preponderantly temporary work migration, as compared to the permanent one; the illegal or uncontrolled migration will decrease, in favor of the legal one which assures a higher safety in earnings.

COMMENTS ON THIS DOCUMENT:

Beyond a short term development, Romania has part of a long term migration. In order to reinvent this phenomenon, Romania must create new strategies of increasing new and divers jobs. During the following years Romania will become both a source country and a destination country and then the number of the emigrants will bypass the number of immigrants.
