The migration phenomenon has increased during the last 10 years. If in the early 90’s 20 of the families living in Oas (the North part of Romania) had one family member living aboard, in 2000, over 200 families living in Oas had more then one family member abroad. The study showed that Romanians prefer to leave in networks: the larger the number of the relatives a person/minor child has outside the country, the bigger is the chances for him/her to leave the country. A common characteristic of the children involved in the study shown that the majority has a close relative abroad.
The majority of the adults that go to work abroad are wiling to return in Romania (even the ones that already have received the documents). A recent phenomenon of migration revel the fact that the children that leave together with an adult or alone and end up in a dwelling home of are admitted in a school will not return in the country.
The desire to earn more money is the main reason of leaving. The desire to earn money is one of the most important local values and the study revel that is also the main reason of competition between relatives and neighbors. For the members of the community, money is above education. The member of the Oas community considers that their wellbeing can be achieved without a specific qualification. 50% of the persons that participated at the study said that they will do almost anything for money. Neither the adults, nor the children consider migration a problem. For them migration is a way of family development and achievement. The advantages are strongly pointed out and the risks of leaving are neglected.
Regarding the situation in with children are the ones leaving abroad, the study concludes that: not poor children leave from the community, but children that come from families that can afford to cover travel expenses; children have real information regarding the risks and opportunities of leaving abroad, but they to not discuss about them and aren’t aware with the consequence of there departure; the trafficking cases aren’t known by the people form Oas, meaning that those children involved in different forms of human traffic are trafficked when they arrive abroad.
At the age of 14-15 children are consider being adults and are let to decide along their future. 60% of the adults consider that is not important to accompany a child abroad, even if half of the subjects know that these children steal, prostitute and beg. In addition to this, parents consider that after the age of 14, their children have the same obligations regarding the family. The obligation of the parents regarding the protection and security of the child until the age of 18 is forgotten.

COMMENTS ON THIS DOCUMENT:

The Local Authorities of France have registered a great number of children unattended. These children were responsible of several acts of delinquency. After closer analyses, the authorities found out the geographical derive of these children. 841 of these children were originally from Romania and 80% of them have committed acts of delinquency (according with the statistics from 2001 to 2003, Parada Association of France). From the total number of children registered, 257 (38%) of them were from Oas Country and Maramures. The study presents the causes of this fact and tries to presents a larger image of the migration phenomenon among children.
