The review offers:

•A brief history of the political and legal concept of citizenship in Britain.

•Rules for the acquisition and loss of different forms of British citizenship with the attendant rights and responsibilities of British citizens.

•A clarifying section on the rights to benefits and services for different citizenship, nationality and residency categories (EU, Commonwealth, Irish and British).

•A consideration of the current conditions for asylum seekers.

Lord Goldsmith QC makes several recommendations including suggesting an Office of Citizenship to support the creation of local welcome centres and information packs for newcomers.

Gordon Brown requested this report on citizenship. The report is lengthy but is relatively up-to-date in the continually evolving debate on citizenship and society in 21st century Britain.
