This historical survey tackles the key issue of France contemporary history, at the very moment when the ageing Europe must consider the question of reopening the frontiers to an immigration flow professionally selected. The author shows that a certain number of precise rules based on principles can be put forward related to the conduct of immigration. Since 1938, France has set up an immigration policy. Yet, there is a widespread belief according to which there is a total lack of an immigration policy in France. Patrick Weil tries to make us understand that from a historical overview, this policy setting up has been chaotic
