IDENTIFICATION OF THE LAW:

Governmental decision concerning the approbation of a Action Plan regarding the return in the country of the Romanian citizens that work abroad

DESCRIPTION OF LAW CONTENTS:

The Action Plan adopted by the Romanian Government follows 3 major objectives: the construction and update of a periodic data base, the carry out of an informing about the employment opportunities and recruitment of labor force among Romanian that work abroad campaign, the regulation of a system of stimulation regarding the return and professional reintegration of Romanian citizens from the country through the promotion of the circular migration phenomenon.

The main actions adopted by the Government in order to achieve these objectives are: the collection of statistical dates regarding the number of Romanian citizens that work abroad, the countries where Romanians have emigrated, the activity domains and sectors, motives and work conditions. In addition to this the Plan contains measures of information of the Romanian workers regarding the opportunities of returning in the country through Romanian diplomatic missions. In order to promote the return of the Romanian in the country, one of the Government’s priorities is to establish a new relationship between the public institutions and the business sector based on cooperation and commune interests. The present decision presents as a permanent action, facilities for the development of new businesses. In this way the Government wants to create new work places. Other programs involve the Romanian workers that want to work in agriculture. The legislatory act refers to some important aspects as: assistance programs that aim the integration and reintegration of Romanian families that return in Romania, facilities in obtaining professional certificates and actions regarding the repatriation of highly qualified workers.

In order to achieve these actions, the present decision refers to some concrete measures of implementation, as: studies conducted by scientific institutes, informing campaigns, labour exchanges organized in the Romanian communities from different EU countries, re qualification courses, services for the family members, assistance in finding a new working place.

The responsibility for the implementation of the Action Plan is undertaking by public institutions like: The Ministry of Labour, Family and Equality, The national Agency for Labor Occupation, etc.

COMMENTS ON THIS DOCUMENT:

The statistics shown that a small number of Romanian citizens have return in Romania. Most of them declared that they not trust the Romanian Government and returning home is not a profitable action.
